If you like seafood, Oceana has a 3-course prix-fixe lunch for $33/person, which is a great deal considering the quality of the cooking:

One of my favorite restaurants, The Modern, has a $48 lunch in the dining room, or you can eat in the Bar room for much less:

Asiate in the Mandarin Oriental hotel has a prix fixe Mon-Fri for $24 with great views and very nice food.

You could eat off the bar menu at La Grenouille, one of the last great fine French restaurants.
